For more than fifteen years DCAF has facilitated security sector reform programming in Europe, the Middle East, Africa, Asia-Pacific and Latin America.
DCAF’s operations comprise programming in:

-Eastern Europe, South Caucasus, Central Asia
-Latin America and the Caribbean
As the first operational division in DCAF, since 2001 the Southeast Europe Division has worked with governments, parliaments, security providers and civil society organisations in the region to help ensure the efficient, effective, responsible and accountable provision of security and to strengthen democratic security sector governance.
As the largest operational division in DCAF, with some sixty staff spread across its Geneva headquarters and regional field offices in Beirut, Ramallah, Tripoli and Tunis, the Middle East and North Africa division assists in the development of good security sector governance based on democracy, the rule of law, and efficient and accountable security provisions. In doing so, it seeks to address some of the root causes of state fragility and violent extremism that are typical of the MENA region.
Stakeholders in sub-Saharan Africa have significantly shaped the evolution of security sector reform as a concept. DCAF is strongly committed to supporting African states and citizens in further enhancing democratic governance and oversight of the security and justice sector. Additionally, Burkina Faso, Burundi, Ghana, Côte d’Ivoire, Mali, Nigeria, Senegal, South Africa and Tunisia are all members of DCAF’s Foundation Council.
Nations in Eastern Europe, the South Caucasus and Central Asia have benefited from more than twenty years of political and economic development assistance, not least in terms of democratic governance of the security sector. Despite this assistance, democratic and security sector institutions still face serious governance challenges. Armed conflicts have also occurred at local, national and international levels
As the newest geographical division in DCAF, the Latin America and the Caribbean (LAC) Unit will be focusing on supporting governments to strengthen citizen security policies through the development of police- governance and urban safety approaches and programmes. The LAC unit will be developing their programmes in the coming months with a main focus on Central America and Colombia.
